No matter how the demographics of the town are evolving, most people don't pay attention to who is running for Chief of Police unless there's a serious problem that affects "them". And if there's a culture of "soft racism" or disenfranchisement, it's not going to be a big deal until something that can't be pawned off as a "mistake" or a somehow justifiable "over-reaction" that "a little discipline and a few diversity seminars" will take care of before the majority of the citizens will start looking a little harder at the "boys in blue club" and start talking about changing the culture of local policing.

That's what happened here in the local city and county "policing" forces. It took over 10 years to change the culture after sweeping out the entrenched leadership, and it's still a constant fight to try to keep police forces from getting lazy and just assuming everyone is a suspect.
