Why the "Broken Window" Rule leads to Ferguson, Mo.
repeated examples of over enforcement in minority neighborhoods for minor infractions have been simmering since the NYC Choke incident.
....and...
It doesn't help that the public perception in the inner city is that there's no "Broken Window" rule for high level corruption. Casual looting of the public in 2008 as a prime example.
So whats the difference between the looters and The Looters?
so expect this for a while.
