I'm listening to NPR where they're...
discussing Ferguson and the point was made that in most cases when the cops go out and talk to the people they get positive results.
But when they show up in riot gear-- people expect a riot.
How simple is that?
(OK, if there's already a riot, all bets are off. But that then takes a lot more experience and smarts than most PDs have.)
