Help needed. Whom Should I Contact About Health Discrimination?

Briefly a public clinic that is publicly funded and also treats Medicare and Medicaid is violating state and federal laws. There are so many websites but they all want to know which person is being discriminated against. This is a group of patients who may not even be aware that the institution has policies that are discriminatory. The groups include those with HIV, mental illness, chronic pain and variety of physical disabilities, though not cancer, which leads me to think that the institution is aware that its policies might look "wrong" if scrutinized and therefore they created a special exemption for oncology so that no one would say "They are denying care to cancer patients! How awful!"

So, can anyone give me any federal links? I think the federal government is more likely to care in this case than the (red) state.
