... does tradition dictate that all cabinet officers ritualistically submit their resignations.... and then the president can freely accept them or reject them as he sees fit?
Or am I mixing-up a European ( or some other) tradition w. an American custom?

(31,706 posts)The second term is a natural break for those who want to resign to do so but it's rarely required. FDR had some cabinet members 12 years and some stayed on through Truman's term.
A lot depends on the position. I'm not surprised that SOS Clinton is looking to the exit as her job is one of the most strenuous while a Ray LaHood will probably stick around cause he's got nowhere else to go.
