What that says is you have to have full control of your car while anticipating what the other driver is going to do as well. There is no time for silly little things like texting, changing the radio station or picking up that soda from the cup holder.
Yes other drivers make mistakes and you have to be able to react weather it was a mistake or not.
How many times do you wish you could put it in stop as soon as you made a bonehead move? Or the other driver does?
