Where did this 'bit of wisdom' come from?

In Saturdays' paper there was this LTTE:

"Obamacare will be adding a $1 per month per person mandatory 'surcharge' to cover abortion. This is totally unacceptable! We do not approve of abortion, and it is in effect rewarding those with bad behavior, and punishing us with a tax.
Why should we have to be responsible for paying for abortions when pregnancy can be avoided, then those who do get pregnant are not responsible enough to step up and raise their child! It seems no one wants to accept responsibility anyomore for their actions."

Notice how this $1 surcharge is stated as fact. And how providing for abortions is rewarding bad (sex!) behavior. Is this a theme in the Tea Party? Something this person read or heard on talk radio?

A cursory glance revealed it being trumpeted on all the usual suspects - World Nut Daily and FreakRepublikkk included - so it's likely to be a favorite story in teabagger circles.

Right-Wing Media Helps Health Reform Law Opponents Invent "$1 Abortions"

Right-wing media are pointing to final regulations implementing health care reform legislation to revive long discredited myths about abortion coverage.

In early March 2012, the federal Department of Health and Human Services finalized a number of regulations implementing portions of the Affordable Care Act. One of the regulations implemented a provision requiring that insurance companies that choose to provide coverage for abortion through the health care exchanges ensure that federal money is not used to provide abortions. The regulations further require insurers to collect an additional abortion coverage fee from plan enrollees who choose a plan that covers abortion.

After the rules were announced, The Fox Nation excerpted a LifeNews.com piece under the false headline: "$1 Abortions in Obamacare." And Rush Limbaugh falsely claimed that the regulation "establishes state health care exchanges under Obamacare including an abortion premium mandate. You now, because of this implementation of the rule, you now will be forced to pay a dollar a month to cover abortion on your insurance policy." Limbaugh also claimed that the fee "is coming out of your pocket, one way or the other."

...here's where the dollar-abortion thing comes in:

QHP (Qualified Health Plan) insurers will have to figure out how much money goes into the allocated account -- the "basic per enrollee, per month cost, determined on an average actuarial basis, for including [abortion] coverage." From the current rule:

In making such an estimate, the QHP issuer:
(i) May take into account the impact on overall costs of the inclusion of such coverage, but may not take into account any cost reduction estimated to result from such services, including prenatal care, delivery, or postnatal care;

(ii) Must estimate such costs as if such coverage were included for the entire population covered; and

(iii) May not estimate such a cost at less than one dollar per enrollee, per month.


There's your "$1 abortion" -- an accounting detail that doesn't describe the price of the procedure, but the floor for calculations of the cost of the allocated account.

None of this is true. There are no "$1 abortions" in the Affordable Care Act. There are also no requirements that everyone pay a fee for abortion coverage; indeed, people always have the choice of picking a plan that doesn't cover abortion at all."
