Is foreign policy going to be a factor in the 2014 elections?

Usually mid-term elections are about domestic squabbles - like the economy, health care, etc. But given all the hyperventilating about a new "cold war" with Russia, I have to think foreign policy is going to be a factor this fall. Sadly, I'm not sure the Dems' official position will be all that defensible.
