A New Jersey 'traffic study' wouldn't need lane closings

According to a Computerworld article, traffic engineers would not have needed to close any lanes on the George Washington Bridge to perform a traffic study. They would likely have used a traffic simulation application and collected the data in one of several ways and one of the best ways to collect the data is using video camera systems that use software to count vehicles.
