Actually, chris christie himself embodies the whole concept of terrorism. His bullying and taste for political vendettas serve to intimidate and affect the behavior of those around him through fear. I've read many times how his past bullying and retaliatory tactics served two purposes: to punish the (perceived or real) political adversary; and to send a message to others who might be considering "making trouble" for him - to think twice before they try anything.

That IS terrorism.

"Violence" here would apply to the loss of job, connections, prestige, funding - which has happened to his targets. Basically, you make somebody pay a very visible price for doing something to you that you don't like. The punishment is an outward sign that's easy to notice or to hear about on a broad public basis. Word gets around. And you've probably succeeded in heading off any further "trouble" from any further "troublemakers."
