The issue is when heavy rain is sustained such as caused the Elbe and the Danube to back up during June this year.

Last big such issue in the UK was 1968 when continuous heavy coincided with a spring tide http://en.wikipedia.org/wiki/Great_Flood_of_1968 Water authorities sometime have to face up to awful choices. That year it was shut the River Mole which feeds the non tidal Thames or open Teddington Lock - last lock which separates tidal from non tidal. They shut the Mole which almost instantly screwed the whole surrounding area.

Also - we've got cold weather forecast for a few weeks so it may turn to sleet/snow.
