2. i see no problem with this

the officer pays dues and his union has a benefit program/fund to help members if they are not working for any reason. my wife`s union has the same program. she and the other union officials vote on who is entitled to funds. as with the rules of my wife`s union those payments are used to make sure the family of the officer has money to eat or pay bills.

3. Except they are usually placed on Paid Administrative Leave after a shooting

so the $500 equates to bonus pay
