To patients, probably not. To the health insurance companies (as well as self insured companies and medicare and medicaid) yes.

But be careful, ACA isn't much better. It does little to reduce the actual cost of health CARE, and even the White House calculates that health care costs will continue to rise at about 6-7% per year for the foreseeable future. It does help cut the rate of health care costs to medicare and medicaid for the next 10 years or so. (Even Ryan has floated plans that do basically the same thing so as to save the government money). And it does have some CHC and larger efforts to make health care more outcome focused instead of the pay for service model. But they aren't calculating any real impact of that for a long time.
