We already had that. It's the system we had before which is going away.
It allowed charging women more than men or vice versa.
It allowed excluding certain conditions, forcing you to pay for them yourself, without benefit of insurance.
It allowed insurance companies to decide what parts of your body or health problems it won't cover while simultaneously covering the same parts or problems of others.
It allowed insurance companies to decide not to insure you at all.
It allowed insurance companies to charge you more or less depending upon what their underwriters determined about your health.
If you want a system of insuring just some parts of your body, being allowed to charge people differently based on health, disability or gender, you already had that system and it failed. It doesn't work. We tried that.
