The thing about telling the world JUST that "the website is not working"

Is that it gets the thought out there to take hold without any measure to judge improvement.

As ugly as the numbers may be, based on error logs, it's a far better approach to say "30% of applications did not go through" or "25% of all users did not fully complete their account sign-up"

That way, you can come back in a week and say we got the 30 down to 25 and the 20 down to 10 to show progress.

It's just a simple lesson from the IT world. In the world of politics - the "it doesn't work" will just stay out there indefinitely and the other side will capitalize on it every day.
