McConnell's Kentucky kickback in the debt deal

Conservatives upset about their Willy Wonka style loss in the debt ceiling crisis have latched onto a person to blame. It seems McConnell managed to carve out a few billion dollars for the Olmsted Locks and Dam for Kentucky in the final bill. How nice for him...
