As a rule, no, but some offerings on the exchanges allow it as an optional add-on.

For kids, yes, dental and vision is mandatory. It's not required for adults though (nt)

My wife has applied for a Kaiser Obamacare plan and dental is a #26 per month option

I have been in desperate need of dental work for years. I have an extreme fear of Dentist but other than that,I just couldn't afford any work done other than a basic cleaning. Good to know I have the option to get it. Thanks!
