Carney says treasury secretary will use extraordinary measures if Congress does this again in Feb

A reporter asked Carney why investors shouldn't worry that this will happen again in 4 months, and he said the agreement they're reached reaffirms the authority of the treasury to use extraordinary measures.

using the 'extraodinary measures' they've been using (and have used in the past) to drag out the
actual debt limit ceiling hit date. That apparently didn't make it into this final bill so the deadline
will be delayed until some as yet unspecified date using the same type of 'extraordinary measures'
if it happens again.
