No, I don't have the link, but it was part of the discussion on the ACA and the section was cited in the thread.

It was a surprise to me, just like the addition of voting registration to those who applied is part of the bill, also cited at DU a few weeks ago, as the ACA was starting to sign people up.

That, along with the Congress having to get in the program, taxing some of those who were making a windfall off Medicare fraud, etc. were all sticking points and made the RWNJs go crazy.

Along with how it was going to destroy their Reagan scripture that government programs are all evil and don't work as well as the private sector.

I wish I'd kept the links to the posts, but the last two weeks with the build up to default have felt more like two years.
