Moderate Republicans want the government to be open, but vote against it

Moderate Republicans don't want a pound of flesh to run the government normally, they want half a pound.

Moderate Republicans won't shut the government to eliminate the safety net, they will shut the government to reduce it by half.

Moderate Republicans aren't like the extremists in their party because they will settle for just half of what the extremists want.

Moderate Republicans were willing to support health care reform and were open to voting for it but not willing to actually vote for it.

Moderate Republicans were willing to talk about health care reform but filibustered health care reform because it was moving too fast, such is their extreme caution at doing things too quickly.

Moderate Republicans will be very careful about not opening the government too hastily, not providing health care to the poor and working class too quickly and not raising the debt ceiling too quickly.

On War, Moderate Republicans are...well, that's different, it's national security.
