GOP house rules change: need help understanding.

I'm in a Facebook discussion with somebody claiming the democrats could have stopped the rules change if they wanted to, or at least brought it to an open debate on the house floor. Any truth to this?

only he can allow debate or vote on the house floor...and he is preventing that. Tell them that the Republicans rule the House.

the Republicans passed U.S. House Resolution 368 just hours before the shutdown began so that the Democrats could not bring about a vote

SEC. 2. Any motion pursuant to clause 4 of rule XXII
relating to House Joint Resolution 59 may be offered only by the Majority Leader or his designee.

The rule was then adopted by a vote of 228 - 199.

The problem wasn't that the rule was adopted in secret. It's that the repubs had the votes to pass it. For all the talk that there are enough repubs willing to join with the Democrats to pass a clean CR, not one of those repubs was willing to vote against the rule thus ensuring that they wouldn't have to cast a vote for a clean CR.

Ask them if they know anything about the "Hastert Rule" and how it is being abused by the drunken leader of the House. This debacle is completely the fault of the TeaPublican party. Don't let anyone try to say otherwise.

called a "Discharge Petition" but...

"...because members can’t start a discharge petition until a bill has sat dormant for 30 days, they are unable to force a vote on the bill that has already passed the Senate. Instead, they are signing a petition to release a bill that Republicans had filed earlier this year and are including an amendment. So even if they get 218 signatures, force a vote on the House floor and pass the measure..."

and because of U.S. House Resolution 368 the Democrats cannot even use the Discharge petition...

tell the person you are discussion this with to study a little harder before they make false claims

This means that all the other members of congress can pack their bags and go home because they can’t do diddle squat without Eric Cantor’s permission. Cantor was last seen strutting around the house gym shaking his money maker in everybody’s face. Okay, so I made up that last thing but it could happen. You know it could. You know he could even go to the White House and do that twerking thing. He’s that kind of guy.

I am totally at a loss to explain how you can make Eric Cantor the fourth branch of government without even a peep from the semi-sane branch of the GOP. That, my friends, is how much power a small group of greedy old white people with a Bible in one hand and a gun in the other – neither of which they know how to use properly – run this country.

Dammit.
