The Houses normal rules provide that [w]hen the stage of disagreement has been reached on a bill or resolution with House or Senate amendments, a motion to dispose of any amendment shall be privileged a provision that House Democrats believe would have enabled any member of the House to force a vote on a bill to fund the government that had already passed the Senate. Yet, as Dylan Scott reports, the Republican caucus thwarted the maneuver by enacting a special rule preventing this vote from taking place.
Under this special rule, such an attempt to fund the government may be offered only by the majority Leader or his designee. Thus, with a shutdown looming, the power to allow a vote that would likely have prevented the government from closing was left in Majority Leader Eric Cantors (R-VA) hands. Cantor, of course, chose not to exercise that power.

THESE folks are supposedly grown ups.
They make up these lame excuses and ridiculous rules and then when no one can stand them any more they play victim and cry about how we don't understand them.
Damm skippy I don't understand them. I'm at work, people EXPECT me to do my job and I ain't making 174 thou a year either. AND I work 12 months 40 hours a week, rotating weekends in addition and grateful for vacation and health care I can possibly afford - but the deductible is a joke. I'm on my husband's plan luckily.
I EXPECT THEM TO DO THE JOB they are getting paid quite a lot of TAXPAYER DOLLARS to DO.
JUST FRICKEN DO IT. Don't whine. Don't wheedle. Just pass the budget and raise the debt ceiling AND in 2014 Don't let the door hit your arse on the way out. Because THEY ARE on the way out.
