horror movies but --they need access to our apartment. Do I need to worry about cameras inside out apartment or is it because it is a secure building he is installing a camera and viewer so we can buzz people in.
The security cameras seem to be around the building and on each floor.

Most importantly, why would a security camera be necessary. Is there a surge in crimes?

A SCREEN inside your apt would be appropriate, but a CAM inside there would clearly be an invasion of privacy.
