Israel, Iraq, Columbia - we pay as much or more in annual foreign aid than their national plans cost them. We spend 50Billion a year in cash assistance alone http://foreignassistance.gov/CountryIntro.aspx . Most it goes to countries that have national health plans.

This exceptionalism shit has got to stop. Let's swing the focus toward best practices.
