GOP "piecemeal" funding of Government approach... where have I seen that before?

It's the scene in every hostage drama where the terrorists send out some of the more sympathetic hostages to gain public sympathy, or the hostage negotiator asks the terrorists to send out a few infants or dialysis patients as a show of good faith.

Except this isn't supposed to be Dog Day Afternoon.

And nobody is asking these hostage takers to, as a show of good faith, please at least release the WWII veterans memorial.

But the gesture certainly shows that the Republicans envision themselves as hostage taking terrorists with a list of fantastic demands.

It is how they are thinking. They think the are Alan Rickman in Diehard. (And, like Rickman, their hostage taking for idealistic demands is mere cover for looting the treasury.)

Hopefully they will soon, however, find themselves the kidnappers in The Ransom of Red-Chief.

Although a bit reversed. It would be like the Hostage taker saying "Look I have some really likeable hostages in here, so I want to send them out so I can get the crowd on my side."

I was thinking initially of terrorists seeking to gain public sympathy, as you said, but then started thinking about incidents like the Beslan school massacre where the terrorists met the negotiator's plea to release some of the more infirm hostages because they were such a nuisance anyway (terrorists don't enjoy listening to crying babies any more than anyone else does)... and then Diehard where releasing the hostages was to provide cover for taking all the gold... so many metaphors, so little time.

In light of your reply, however, I edited the OP to include a broader motive-set.

Which I'm delighted the Administration and Senate Dems are so far having none of and are standing fast.
