It's the idea that you can get some kind of compromise on an essential issue that can fix Social Security between Democrats and Republicans.

In recent years it's become more a negative term. Again taking Social Security, when one side wants to strengthen and improve Social Security (Democrats/Liberals) and the other side wants to Destroy it (Republicans/Conservatives) what kind of grand bargain is really possible? "Well we'll maim social security, but we won't actually bury it." It often refers to the desires of some Democrats and a handful of Republicans to fix problems through Compromise which inevitably means giving up Democratic Values and Principals.

and I'm glad they're stupid enough to think they can get it through this way, because he cannot negotiate on the debt ceiling. So I think if they push for it now they'll force him to say "No grand barngain" and may just accidentally kill any chance of it in the future. Kill it for effing good.

where they determined that the only way to 'fix' our economy was to cut SS/Medicare/Medicaid and double down on Military spending. (Not really true, there were some 'cuts' to the Pentagon, but not much.)

The backlash was pretty severe (look at the Catfood Commission meme, for one thing) so they renamed it the "Grand Bargain" to sound better. SSDN-same shit, different name.
