When I first read the OP, I misread it and only saw "Obama needs to get out in front of the tornadoes". As in, he needed to make them stop coming. It wouldn't surprise me if some of those numbskulls blame him for not preventing these storms to begin with.

Obama will not care that the governors are Republicans, but the Republican governors will not want US help. This is especially true in Indiana.

From what I can tell, Indiana is nearing a state of anarchy because its conservatives are in the state government are so opposed to taxes and effective government.
