Disciplined Politics (frustrating, but probably more effective)

The Obamacare sign-up site is receiving a huge amount of traffic that is to some degree limiting the usability of the site.

This is probably partly due to Republican denial-of-service attacks where a web server is intentionally swamped with bogus requests in an automated fashion.

President Obama, in his early afternoon address, noted the extraordinary traffic but attributed it to how popular Obamacare is.

This is superior to noting that Republicans are hacking federal government websites in order to deny health insurance to people and announcing that the FBI is looking into it. (Which they surely are.) That accusation would rally the base, but the persuadables in the middle don't respond to that stuff.

Better to just take credit for the DOS traffic as that much more public interest. If the site isn't working well today it's because it is so popular.
