The shutdown is completely the fault of repugs and it should stay that way. We should be looking only for ways to end it, not expand it.

...in accordance to guidelines set down by the Office of Management and Budget and the Office of Personnel Management. Then the plans are sent to the White House for final review.

and airline user fees and so, like the ACA, are not subject to the budget.

So the answer is no except for smaller rural areas that require subcontracted services.

Not 100% sure on that.

Congresscritters would be helpless without their staff, and would actually be able to personally witness the pain of not getting a paycheck. It wouldn't just be some nameless person in Arizona getting no paycheck. It would be the someone they actually know and care about.
