Yep, Reid said they referred it to the House. The shutdown is all on the Republicans.

They will be forced to vote on this or stand around waffling all night long.
One way or another there will be a clean vote.

But the House can vote on the bill that the Senate referred back to the House and end the shutdown unilaterally.
Reid put it entirely on the House Republicans.
