It looks like the Dems had their ducks in a row on this, as they came out immediately with their own resolution from April 14 demanding conference to resolve the Senate and House budgets, showing the 18 requests for conference from Patty Murray and the Senate dems, etc.

Pass the clean CR, and we'll conference on the budget. Period.
