Let's have new avatar: "ACA - I'm signed up!"

Similar to the "I VOTED !" avatars we use on Election Day these would show that people are supporting the ACA and enrolling.

Around 80% of Americans already get insurance through their employer or through a government program like Medicare (or Medicaid). Those people won't be signing up for anything.

But for the 20% of us who will join the exchanges and hopefully get real insurance for the first time, I think the avatar idea is great.
