I see you harming them physically. Then all bets are off, and I will intervene, consequences be damned. And its not me spanking a bad child, its me intervening to stop an adult who should know better from further, immediate harm upon an innocent.

IMO the same principles apply to international relations. Lines are drawn every day as to what is acceptabe behavior and what is not. You physically abuse your child in my presence, I will intervene, physically and forcably if necessary. The international community has decided the line is chemical weapons. That line is theoretically debatable, but it is what it is.
