Of a surgical strike exist at his time? I don't believe so. . . I don't think this would have come up. But I wonder what say - Frederick Douglas would have thought of this . . .

It's just a manipulation of words, sort of like "enhanced interrogation".

specifically because generals were getting sick of being called to the carpet every time a military strike took out some toddlers as "collateral damage."

But we're still blowing up weddings and funerals and toddlers and paramedics...
