On another thought, where is the CIA in all this mess?

We've seen that:

1. FBI collects the data, often through the telecoms themselves
2. NSA aggregates and analyzes the data
3. DEA (at least) receives the data, probably illegally, through a "dirty room" process (ie, pretend to do a clean room process, which is legal, but actually just share the data)

This leaves to me three big acronyms unaccounted for:

1. CIA. What is their involvement, if any? Or are they out of this loop? (And if so, are they pissed enough to have blown the whole thing to begin with?)
2. DIA. They play better with the NSA than CIA does, in general. But nobody's ever heard of them so maybe they're just under the radar.
3. DHS, particularly ICE. If DEA is getting data I have trouble believing ICE isn't. But I'm not seeing them mentioned at all.
