Her participation in ringing the bell to open the NYSE was in conjunction with a visit to the exchange by the Bush Institute's Women's Initiative Fellowship Program. http://www.nyse.com/about/newsevents/1329390238110.html

Her participation in the groundbreaking for the National African American History museum is related to the fact that the legislation authorizing the creation of the museum was enacted during bush II's presidency (in 2003) and she is a member of the advisory committee that was created to help fundraise for the museum.

No big conspiracy. Just a former first lady doing former first lady stuff.
