Woman arrested for leaving dog in hot car in Forest Hill

A 45-year-old Harford County woman was arrested Friday inside a department store and charged with animal cruelty for leaving her dog outside in a car for 90 minutes amid blazing temperatures, police said.

The Harford County Sheriff's Office said deputies were called to the Kohl's on Osborne Parkway in Forest Hill at about 4 p.m. and found an Australian cattle/beagle mix locked in a vehicle. The windows were cracked about 1 inch, and the dog was panting heavily and foaming from the mouth, police said.

Deputies used equipment to open the door and remove the dog, and tried to give it water but the dog was too dehydrated to drink, police said. The dog was transported to Hickory Emergency Veterinary for emergency care and seized by the Harford County Animal Control, police said. The owner can petition to reclaim the dog.

The sheriff's office said it was 92 degrees outside at the time, with a heat index of 108. They estimate it was over 100 degrees inside the car, and by reviewing store cameras determined it had been there for 90 minutes.

The dog's owner, identified as Daphne Lynn Luckhardt, was located inside the store and was arrested and charged with three counts of animal cruelty. She was released on her own recognizance by a District Court Commissioner.

The big Maglite in my car serves a number of purposes.

I hope the dog recovers fully and can be adopted by a more responsible, less stupid individual or family.

They took awhile to get there and a crowd gathered and we seriously considered busting out the windows to get the dog some air. The owner walked up just as a cop arrived and she was cited for misdemeanor animal cruelty. She was actually lucky, if she got there before the cop I think somebody might have done something unfortunate to her. We were all pissed.

Best part of the story? Turned out she was a vet.

i saw a german shepherd pup locked in the cab of a small pick-up with one window cracked no more than 2 inches.. it was 85 degrees out. it caught my attention because i witnessed a young man walk up to the truck and peer into the window at the dog. he then reached in the back of the truck and removed a skateboard and began skateboarding in the parking lot.

"excuse me, is this your dog? please do not leave your dog with only 2 inches of air. it will be 120 degrees in that cab in less than 20 minutes" i pleaded following the kid on the skateboard. he looked at me as though i were from out of this world.

i went back to the vehicle and was reaching for my cell phone when 4 other young people approached. they had heard me talking to the guy on the skateboard.

"it's none of your f*****g business!" one of the young people told me. she claimed it was her dog and she had only been gone 5 minutes to use the restroom. this was not true. i had already been in the parking lot for more than 10 minutes.

they all 5 began to tell me it was none of my business and questioning whether i owned a dog and that if i did it was probably home tied up! i couldn't believe their stupid bull shit.

i just kept saying "please do not leave your dog in the cab of that little truck with only 2" of air because it will be 120 degrees in 20 minutes - and yes, it IS my business." and i threatened to call police if they didn't open the f'in door of that truck, NOW.

finally, i just walked away. i hope they really did hear me and will think twice before leaving their little dog in the car on a hot day with only 2 inches of air. next time, i will have a hammer in my vehicle to break windows and free the pet if need be.
