The Chief Justice of the U.S. Supreme Court appoints the Judges to the FISA Court for seven years terms, currently that person is Justice Roberts.

The last Chief Justice appointed by a Democratic president was appointed by Truman: Fred M. Vinson June 24, 1946 - September 8, 1953

I took a look at her Wikipedia page and see that there's nothing there about FISA or NSA: http://en.wikipedia.org/wiki/Sibel_Edmonds
