1. I don't think Flordia allows open carry.

Unless you are target shooting, in the woods etc. Its very limited.

They passed shall issue concealed carry in the late 80's, so the dates were not close.

I just looked it up. Their concealed carry law was passed in 1987.

I think it's still tied up with the courts, though, so "effective" is probably the wrong word.

When/where open carry applies is a bit limited, and a number of states have open carry that have no special gun-related problems.

IIRC, it's a moot point because GZ had a concealed weapons permit.
