Bracing for riots?

If authorities are bracing for riots, doesn't that mean that they realize and acknowledge that people have been fucked over?

Isn't that an indictment of the system that failed?

about 5 minutes after the verdict was announced, I heard gunfire coming from a few blocks south.

No, it was not fireworks. I am a competitive target shooter and have spent countless hours at shooting ranges. I know the difference in the 2 sounds. One of my roomies is former USMC and law enforcement. He agrees it was gunfire.

We called the police. All quiet since then.
