Should I Do This Or Not?

I have been tasked with writing some general safety rules for the shop i work in. I am getting ready to email a draft to the supervisor and manager, both of whom i am on good terms with. As you may deduce from this snip below, i am a lead man in the shop.

So i ask, should i send it or not? Oh, who am i kidding? I'm sending it now.

4.0 Roles & Responsibilities:
Machine Operator:
•It is the responsibility of the machine operator to operate the machine in a safe manner.
•It is the responsibility of the machine operator to notify management of any operation that, for whatever reason, requires the operator to put himself or others in a situation that is unsafe.
•It is the requested of the machine operator to suggest tooling and/or methods to reduce the risk of injury to himself or others.
•If all else fails, corral a supervisor or other member of management and talk him into doing the unsafe part of the job. Management is expendable, but should be used sparingly ‘cause if they catch on we won’t be able to talk them into doing it any more and we will have to do it ourselves anyway. Whatever you do, do not try this on a lead man or tech lead man. They are the backbone of our operation and are not expendable. Besides, they are too smart.
