Either Tim Huelskamp needs to be educated about the requirements for ratifying a constitutional amendment
or
He knows he's wasting his time and taxpayers' money and doesn't give a rat's ass.
Either explanation is possible. Neither explanation makes him a qualified legislator, yet there he is.
