Question: How long will it take Massachusetts to certify election so that Markey can be sworn in?

I noticed that Mo Cowan (D-MA) voted today on the immigration bill and it made me wonder about Markey.

Btw, the Senate left for home today and won't be back until Monday, July 8, 2013.
But of course since The House won't allow The Senate to go into an official recess (because they don't want President Obama to make recess appointments) the senate will be having a Pro-forma session every three days.
