It can still pop up now and then.
I remember reading about a town that was going to fluoridate their water supply, on the day that had been announced for beginning this program, people swarmed into ER's and doctors' offices with all sorts of ailments, and many claimed their pets were ill from the water.
BUT...
The town had technical problems with the fluoridation equipment, and was not adding fluoride to the water yet.
In a different town during the 1940's, the whole town was in an uproar over a report of someone who was "gassing" townsfolk.
It was hysteria, combined with gossip and wartime anxieties.
