"James Clapper: I Gave 'Least Untruthful' Answer Possible On NSA Surveillance"
I think that means he is saying he only told a little lie. Well if a Democrat would have told that little lie (least untruthful) he would be dealt with. Like Pres Clinton. Clinton's untruth was less series than Clappers. But Dir Clapper is part of the Republican, authoritarian group that seems to transcend presidents.
Remember that Dir Clapper had been told what the questions would be ahead of time, to allow him to get his answers ready.

(24,689 posts)not sure he could answer that question without creating a problem. If he refused to answer he would be criticised. If the told the entire truth he would be breaking some confidentiality law. No win situation.

What his tricky statement means is that he thought the Sen wanted to know if the NSA was collecting personal data like phone call contents not asking about the meta-data (Dewey Decimal numbers). He is now claiming that he didnt understand the question which was, "Sen. Ron Wyden (D-Ore.) asked the intelligence czar if the NSA gathers "any type of data at all on millions of Americans."
He misunderstood the "any type of data" part.
Even if he did misunderstand he could have said "we are not collecting personal data with content." But he said clearly that they weren't collecting "any type of data."
