Federal poverty level. If you earn less than that, you sign up for Medicaid, which is FREE.

I believe you have to make at least $11,400 to participate in the exchanges. I'm trying to find the link for that.

If you earn 1-4X the FPL, you can get sliding scale subsidies of premiums when you buy insurance on the exchanges.

133% or less are covered by Medicaid.
Uh, unless you reside in one of those Neanderthal states that rejected the Medicaid component of the ACA, then you have no subsidy and no coverage once you surpass your state's Medicaid limit on up to 133%. Gotta luv those Republicans!
