I think only D and F are still active (E aligned with D), but if any of them gets a majority, LA keeps dispensaries. If not, no.

Are you sure a No win gets rid of dispensaries? Yes on D limits the amount of them, back down to only 135 and also gives an 8pm closing time. Why should they close at 8pm when there are 24 hour pharmacies?
