Yes. My understanding is that he was just outside the perimeter and probably was there

almost the entire time. It was only after the "shelter in" was lifted that the home owner ventured out and noticed the blood on the boat.

Its not known if he was in the boat the entire time. Some reports said the boat was looked into during the search, some say it wasn't.
The perimeter is only as big as the available manpower to secure it. There probably wasn't enough manpower for a bigger perimeter.
