We weren't attacked by another country, so no need for State involvement. Maybe we were attacked by two guys looking to enhance their reputation. Maybe they were influenced by Islamic/Sunni leaders back in that part of Russia. Kerry is not going to take on "Islam". It wouldn't be correct.

So Justice will do their show. Suspect #2 will be permanently imprisoned, and we'll forget about it.
