Franklin Roosevelt: The Father of Gun Control

BY ADAM WINKLER

Gun control is one of the great pieces of unfinished business for the Democratic Party. Although the party has never been unified in its support of restrictive gun laws – indeed, gun control historically transcends the usual party lines – for the past century Democrats have pushed for a more vigorous role for government in regulating guns. They’ve been largely unsuccessful, however, and lately Democrats have made Avoid Gun Control an informal plank in the party’s platform.

The Newtown massacre however may have changed all that.

Like health care, social security, and so many other issues central to the Democratic agenda, the party’s support for gun control stems from Franklin D. Roosevelt. For most of American history, regulation of guns was a matter of state law. State-level regulation, however, came under tremendous pressure during the 1920s and 30s, when Prohibition-era gangsters like Al Capone overwhelmed local police resources and traveling desperadoes like Bonnie and Clyde easily escaped capture by racing across state lines. FDR promoted a “New Deal for Crime,” which, like his other New Deal policies, involved expanding the role of the federal government in serving the people.

Roosevelt’s original proposal for what would become the National Firearms Act of 1934, the first federal gun control law, sought to tax all firearms and establish a national registry of guns. When gun owners objected, Congress scaled down FDR’s proposal to allow only for a restrictive tax on machine guns and sawed-off shotguns, which were thought to be gangster weapons with no usefulness for self-defense.

Congress watered down FDR’s bill because of concerns about maintaining the right of people in rural communities, where there was little police presence, to have handguns for protection—not because of the Second Amendment. In congressional hearings into the NFA, Karl Frederick, the leader of the NRA, was called to testify. When asked if the Second Amendment imposed any limitations on what Congress could do in regulating guns, the NRA president’s reply was surprising: “I have not given it any study from that point of view.”

people drooling over the fact that they're FDR Dems call him 'dear leader' or consider themselves 'cult like' do they have cheerleader outfits.

How do they explain HIS mistakes? Interment camps come to mind. Some might argue the Neutrality Act was a mistake, a pretty big one. Some would argue not enforcing the treaty of Versailles was a mistake...these are a few that come to mind.

But to hear *some* talk, he was perfect imagine that. Glass houses and all that...

despite being declared innocent of anything and after being detained without charges, tortured and deprived of any kind of humanity, are now willing to die rather than spend one more day in our gulag.

FDR was far from perfect. However he did take care of the working class and left a legacy of lives saved, the working class achieving rights they had not had.

Our foreign policy sucks. He was wrong on some things but right on so many more. And I have yet to see these 'FDR was perfect' comments. Care to link to a few?

What he was dealing with back then was someone who was succeeding in his quest to take over the world and who actually had a powerful army, who had declared war on the US. Someone who intended to create a world where only White People had rights.

Do you think we should not have gone to war in Europe?

Bush otoh, was not dealing with a powerful nation that had already invaded and occupied several countries in Europe. He was dealing with a small group of killers who should and could have been dealt with without any wars at all.

The absolute lunacy of trying to compare OBL to Hitler is equaled only by the lies told to get us into Iraq, not even the right country.

But we are learning a lot over the past few years. We are learning that FDR was worse than Bush eg, right here on DU. I like to know where we stand and am not at all upset over what has been revealed. It is valuable information in terms of how we proceed to remove from our party those who despise our values.

want something, and according to the President today, the numbers are as high as 90%, then it is the duty of Congress to listen to them. Clearly they are listening to a small minority of this country. It's a shame that we cannot get good representation for the people.
